Abstract
This case describes the difficulties and resistance encountered in the execution of a grant-funded transportation brokerage service for HIV-affected individuals in the seventeen New York counties which comprise the Northeast New York (NENY) region. The company hired to implement the brokerage service (Statewide Ambulette Service, Inc.) is confronted with several strategy implementation issues dealing with organizational structure, culture, and operating systems.

The case directs students, through the character of Herbert Glosterman (the Brokerage Service Program Director and grant writer), to analyze the internal operations of Statewide as well as the implementation issues connected to the new program. The case also indirectly focuses upon some of the problems that organizations may encounter when trying to implement a government grant, and, to some extent, what transpires when an organization diversifies its operation into a related field.

This case was written primarily for undergraduates and graduates taking the Business Policy/Strategic Management course, although the case could also be utilized in advanced undergraduate and graduate classes dealing with organizational theory/design, small business management, and entrepreneurship. As an integrative case, students will need to have a background in all of the major functional areas of business, including operations management, human resource management, organizational development, marketing, management information systems, accounting, and finance.
