Abstract

This case describes efforts made by New York City officials to cope with a fiscal crisis in 1974. By focusing on city officials' decisions not to disclose certain information about the true state of the city's finances, it raises important questions about political deception. It also discusses the role of bank executives in this process. The ethical significance of seemingly technical activities such as accounting is illustrated.
